Bahle  Sibisi, Executive Director

Bahle Sibisi has extensive experience in the development and management  of government policy and programmes, including trade relations, economic development, land reform, rural development and urban housing. As Deputy Director General (DDG) of the Department of Trade and Industry (DTI), he was responsible for the formulation and development of industrial and sectoral policies, led the formulation of the Black Economic Empowerment (BEE) strategy, and had oversight over the small business strategy as well as the Spatial Development Initiative (SDI) programme through which the DTI executed its regional economic development and integration strategy. 

Bahle formulated the South African negotiating position to the Third Ministerial Conference of the World Trade Organization (WTO) and coordinated and led the negotiations for a Trade, Development and Cooperation Agreement between South Africa and the European Union.  He participated in the preparations and presentation of the Trade Policy Review of South Africa to the WTO in 1997 and was responsible for managing bilateral arrangements with key trading partners such as the USA, UK, France, Germany and China.  In his earlier employment as Special Adviser to the Minister of Land Affairs, Bahle provided policy advice and assistance to the Minister on land reform and rural development. He has also been involved in managed alternative urban settlement programmes and housing schemes in the Western Cape.

Bahle holds an M.A. Degree in Development Economics from Williams College, Massachusetts, USA.
