Sagay Moodliar, Executive Director

Sagay Moodliar has been an Executive Director at Sangena Investments since 2003. Prior to that he served as a Chief Director at the Department of Trade and Industry (DTI) where he was responsible for a number of industrial sectors.  

Sagay has developed extensive consulting experience over the past seven years, with a wide range of advisory work for various clients in the private, non-government and public sectors. Assignments include packaging of agro-processing projects in KwaZulu-Natal for an international development agency, a business case assessment of an auto assembly operation in Mozambique, packaging of a rural investment fund for Old Mutual/DBSA, advisory work on the BBBEE element of the Public Private Partnership (PPP) Toolkit for the Tourism Sector for the PPP Unit at National Treasury, and advisory work to the Department of Public Works on the Pan African Parliament relating to PPP and general procurement options. He also advised the Lesedi Local Municipality on local BBBEE options for property development opportunities and was an advisor to Standard Bank and Liberty Life on developing their strategies on Community Trusts.

Between 1996 and 2003, Sagay held various senior level positions at the DTI.  As Head of Industrial Sector Policy, Sagay led various projects including the unbundling of Iscor Steel and Kumba Resources. In addition, he was responsible for the Regional Spatial Development Initiative (SDI) which covered regional SDI’s such as the Maputo Development Corridor and the Mtwara Corridor in Tanzania.  He was also a founding Trustee of Godisa,  the mechanism for incubation in South Africa in sectors such as steel, biotechnology, jewelery, aluminum and software development. He chaired the Motor Industry Development Council from 2000-2002, while overseeing Government’s sector support via the Motor Industry Development Programme (MIDP). He was also tasked with chairing the Productive Asset Allowance Scheme of the DTI which oversaw capital investment in assembly in the automotive sector. Sagay was a member of the Governing Board of the Sector Partnership Fund, the Competitiveness Fund and the Strategic Investment Programme at the DTI. While serving as DTI’s Head of Business Development for the Africa/Middle East region, Sagay was responsible for involving South African companies in infrastructure and investment projects in Africa and the Middle East.  He facilitated trade and investment missions for major South African private and State Owned Enterprises to enter these markets. 

Sagay holds an M.Sc. Degree in International Business Management from Boston University.
