Bahle Sibisi
Bahle has extensive experience in the development and management of government policy and programmes, including trade relations, economic development, land reform, rural development and urban housing. As Deputy Director General (DDG) of the Department of Trade and Industry (DTI), he was responsible for the formulation and development of industrial and sectoral policies, led the formulation of the Black Economic Empowerment (BEE) strategy, and had oversight over the small business strategy as well as the Spatial Development Initiative (SDI) programme through which the DTI executed its regional economic development and integration strategy. Sagay Moodliar
Sagay has developed extensive consulting experience over the past seven years, with a wide range of advisory work for various clients in the private, non-government and public sectors. Assignments include packaging of agro-processing projects in KwaZulu-Natal for an international development agency, a business case assessment of an auto assembly operation in Mozambique, packaging of a rural investment fund for Old Mutual/DBSA, advisory work on the BBBEE element of the Public Private Partnership (PPP) Toolkit for the Tourism Sector for the PPP Unit at National Treasury, and advisory work to the Department of Public Works on the Pan African Parliament relating to PPP and general procurement options. He also advised the Lesedi Local Municipality on local BBBEE options for property development opportunities and was an advisor to Standard Bank and Liberty Life on developing their strategies on Community Trusts. Sipho Dayel, Head: Delivery Excellence
Sipho Dayel is a public policy, HIV/AIDS, and capacity building expert with more than 15 years of experience in development and governance projects and in increasing levels of management. At ECIAfrica, Sipho manages an array of public sector management projects such as the development of a white paper on transport for KwaZulu-Natal Province; the development and implementation of an HIV/AIDS policy and strategy for the South African Football Players Union; a compliance assessment of Thuthuzela Care Centres, which are located in hospitals throughout the country to support victims of sexual abuse and violence; and a capacity assessment of the national Department of Housing in managing multiple year business plans. Before joining ECIAfrica in 2005, Sipho served as the Chief Executive Officer of the Planned Parenthood Association of South Africa where he grew the budget from R30 million to R100 million. Sipho is completing his master's degree at the University of the Witwatersrand School of Public and Development Management.

Annika Vieira, Manager: Business Acquisitions
Annika is a highly qualified international development expert with a track-record from a variety of fields related to Corporate Social Responsibility, Public Private Partnerships, and Cause Related Marketing. Her career to date has been focused in the development sector using ‘conservation’ as an umbrella to address broader socio-economic and developmental issues such as education, HIV, enterprise development, and includes extensive international work and travel, skills in communicating across cultures, and maintaining relationships with public, private, and government clients, including international donor agencies. Ms. Vieira was born in Denmark and has 17 years international experience living and working around the world. She has travelled and worked extensively throughout Africa and the Middle East, and has published research papers focusing on various environmental issues such as illegal trade of endangered species, bush meat, marine protected areas, management of hazardous waste, and problem animal control. As Business Acquisitions Manager for ECIAfrica, Annika is responsible for securing new business for the company, which includes inputs on partnering, staffing, budgeting, technical writing, coordination, and market research. Working closely with technical experts, Annika ensures technical quality control throughout the proposal process from planning, co-ordination, quality control and production, and responds to client requests for additional information. As ECIAfrica's success is dependent upon the recruitment of expert long and short term consultants, the maintenance of its database and appropriate placement of subcontractors is also managed from her department. -

Gloria Victor, Senior Manager: Human Resources
Gloria Victor brings over 14 years of experience within the HR field. Before joining ECIAfrica, she was Regional HR Manager for Standard Bank. Her responsibilities included implementing the recruitment and selection of staff, managing the implementation of diversity and transformation action plans, and representing the Bank at the Commission for Conciliation, Mediation and Arbitration (CCMA) and at disciplinary enquiries. Gloria has extensive expertise in negotiating with unions on behalf of organisations. She worked as a Group HR Manager for Amalgamated Healthcare, a company with a staff complement of 350 staff members, where she established an HR Resources department and generated HR policies and procedures for the organisation. Gloria also served DeBeers Consolidate Mines as Training and Development Officer, overseeing training administration for a staff complement of more than 360 employees. Gloria holds a BTech degree in human resources management from Technikon SA and has a Master's Degree in business leadership from the University of South Africa.
